The Base Set is a set of indicators intended to serve as a tool for measuring the access, usage and quality of nancial services for small and medium enterprises (SMEs) in different countries. While a limited set of indicators, it helps provide a reasonably comprehensive view of the state of nancial inclusion for SMEs
in a given country.
